Leading high-profile projects across several countries, David specialises in translating policy objectives into deliverable options and action plans, taking an evidence-based approach informed by stakeholder aspirations.

At Steer, David’s project highlights include making the case for the transformation of the UK’s busiest shopping street (Oxford Street in London); driving best practices for examining the equity implications of transportation projects; and innovative data analysis that enables a more proactive approach to road safety. David has also worked on many high-profile streets in Canada, including Yonge Street in Toronto, Water Street in Vancouver and Government Street in Victoria.

TfL Streetspace judicial review: lessons for transport planners and engineers

On 20 January 2021, the High Court upheld a judicial review brought by the London taxi trade against Transport for London’s (TfL’s) Streetspace Plan and a specific scheme on Bishopsgate. Whilst TfL plan to appeal, the judgement, it is essential reading as it highlights pitfalls to avoid when developing street schemes, including those delivered under the Active Travel Fund outside London.
