Steer is delighted to welcome Iain Conway, Principal Consultant, to our Los Angeles office. Iain is a transportation planner and economist with extensive knowledge in modeling, economic appraisal and development planning.
Iain is particularly interested in the wider economic benefits of transportation improvements that can be critical in proving the economic case for public transit projects. He has delivered modeling and economic appraisal for numerous highway, walk and bike, BRT, LRT, rail and high-speed rail projects. Iain was involved in the development of software for the UK’s Department for Transport (DfT) conventional transportation appraisal (TUBA), and the assessment of wider economic impacts (WITA). He has familiarity with various types of software including Stata, ALOGIT, MATLAB, Cube, Saturn and Visum and utilizes Visual Basic for Applications (VBA) and Python to automate modeling processes.
Iain also brings experience working with developers throughout the Los Angeles area on master planning and traffic impact studies and has project managed transportation studies for some of the largest development projects in downtown Los Angeles. He has expert knowledge of the changes occurring to transportation methodology for environmental clearance in California, which involves moving from an analysis of significant impacts based on Level of Service (LOS) to an analysis based on Vehicle Miles Travelled (VMT). Additional services Iain has provided to developers includes parking code and demand estimates, assistance with LEED accreditation as a means for truncated CEQA review, Transportation Demand Management (TDM) plans and project contingency plans for street closures arising from special events.
Iain joins us from The Mobility Group, where he worked primarily with developers on traffic impact and transportation studies. Prior to joining The Mobility Group, Iain worked for Mott MacDonald in transportation economics, modeling and development planning. He holds a MA Economics, MSc Transport & Business Management and BEng Civil Engineering.
Iain will work closely with the U.S. Planning team under the direction of Director Lisa Buchanan. “Iain’s wide-ranging skill sets in transportation planning, economics and modeling will support us in providing a variety of mobility planning initiatives for both public and private clients,” Lisa said. “We are delighted to welcome Iain to Steer.”
