In 2013, Steven joined the UK Government’s Cabinet Office for 18 months. He was Senior Policy Advisor to the Cities & Local Growth Unit advising ministers and local leaders on City Deals, Growth Deals and Strategic Economic Plans, and the very early days of Devolution Deals.
