The Warner Center 2035 Specific Plan allows for a steep increase of development in the Warner Center area of Los Angeles and requires the development of a new Transportation Management Organization (TMO) to help manage the influx of employees, residents and visitors. The area had a TMO previously that was disbanded due to its inability to prove effectiveness.
The City of Los Angeles decided to fund the development of a new organization through a three year contract, with the goal that after the three years the TMO will be able to fund itself through membership dues. Steer developed the TMO and is managing it through the first two years of operation.
How we helped
The team worked with local stakeholders at all levels through interviews, focus groups, survey distribution, and event outreach. Based on the results of the stakeholder outreach, we developed an Operation Plan, listing services that will be offered by the TMO going forward. Key to this list is the development of a survey platform which will allow TMO staff to help Warner Center employers and developers with local TDM regulation compliance.
Along with the City, Steer developed a name, Warner Connects, and a brand identity for the TMO. The brand is represented through the Warner Connects website, social media channels and additional outreach carried out by the TMO team. Warner Connects officially launched in January 2019 with an event hosted at the Warner Center Towers and attended by representatives from the City of Los Angeles and LA Metro. Event speakers included Councilmember Bob Blumenfield, LADOT General Manager Seleta Reynolds, and LA Metro Director of Commute Services Devon Deming. Since the launch, the team has been busy connecting with the community both online and in person, and working with the City to prepare the organization to be successful in the long term.
