Steer was appointed by the IFC as Technical Advisor to support IFC in its role in providing advice to the Bulgarian Government on the letting of Sofia Airport for a 30 to 35-year concession.
We developed forecasts of traffic, revenues and costs, and a capital development plan, to underpin the valuation of the concession and the structuring of the concession contract.
The process for letting the concession was largely completed by 2019. However, due to various appeals and delays, the Concession Agreement was only signed in 2020. Asset manager Meridiam, which teamed up with Germany’s Munich Airport as operator for the airport, won the tender, offering an annual concession fee of €24.5 million ($28.24 million) and investment of €608 million.
