Steer Economic Development was commissioned competitively by the Department for Business, Enterprise, and Industrial Strategy (BEIS) to advise on future technology and sectoral innovations which should be prioritised for consideration by the shortly-to-be-formed Regulatory Horizons Council
This project involved working with a spreadsheet of around 500 technological innovations gathered by BEIS through an in-house Horizon Scanning exercise. Steer Economic Development developed a framework and methodology to process the spreadsheet, taxonomise the innovations into categories, and then score them according to their estimated regulatory implications, social value, and economic impact. The scoring was supported by a set of light-touch ‘literature reviews’ produced via desk research.
The final output included delivering the ranked and scored spreadsheet of innovations and supporting literature reviews and methodology report, and holding a prioritisation workshop with BEIS’s technology and market experts. The final report is published and available to download on the gov.uk website.
